Code of Conduct Complaints

In late October 2023 Durham County Council's Monitoring Officer decided that no further action will be taken in respect of four complaints against Cllrs J Goodall, C Goodall and Sheeran.

In late October 2023 Durham County Council's Monitoring Officer decided that allegations contained in nine complaints against Cllrs Barningham, Carter, Cutting and Nixon will be referred for investigation.


On 14 November 2023, a letter was sent by the Monitoring Officer to Romaldkirk Parish Council. The letter was read out in full at the Parish Council meeting held on 14 November 2023.

Stones to protect Village Green

The owner of the Romaldkirk Village Greens is the Lord of the Manor of Romaldkirk. The Lord of the Manor has passed the management, maintenance and husbandry of the Village Greens to Romaldkirk Parish Council.

With the Lord of the Manor's permission, some stones have been placed around the edges of some parts of the Village Green to prevent damage by vehicles or other encroachment of the Green, whilst not hampering any legal use of the Green for sport and recreation.

Twice each year the Parish Council carries out a risk assessment of the stones to check for any sharp edges or cuts, any deterioration, any unstable stones or other hazards. And care will be taken that after heavy snowfall, or when an accretion of snow has been caused by ploughing, then the stones will be made visible again as soon as practically possible.

If you observe any problem with a stone, then do please let the Parish Council know and an additional check will be carried out and any action taken to make sure it is safe.


Budget approved for 2023-24

At its meeting on 13 December 2022 the Parish Council approved its budget for the financial year April 2023 to March 2024.

The tax base for 2023/24 is 95.2, increased by 0.2 from 95.0 in 2022/23.

The Parish Council is to receive a grant of £87 from the Local Council Tax Reduction Scheme allocation, an increase from £84 in 2022/23.

The precept income required for 2023/24 is £6,703; the Band D annual charge being £70.41 (compared with income of £3,509 in 2022/23 with a Band D annual charge of £36.94, an increase of £33.47 per year, or 90.6%).
